Delhi Traffic Police — not provide receipt of red light crossing challan saying then it would require me to submit the driving license at dwarka sector 9

Though i was at yellow light when crossing the road, police person told me that you have crossed the red light, so said 1100rs would be challan and i would need to submit the dl, so i requested to give the dl so he said i will not give the challan receipt.

So i had no options then so i paid 1100rs without challan receipt.
I checked the price was only 100rs he overcharged me 10 times.
