Delhi Traffic Police — Wrong challan taken the money and not returned the licence

Sir i was traveling toword madhuban chowk
At the red light of haiderpur a traffic police officer name =ramratan circle - rhn stops me at green light and said you had jumped red light and when i make abjection of it he forcely make challan of dangerous driveng and taken 1100 rupees and after word he didn't give back the license also
Is there any honest officer to take action on him.
Or
Every one in traffic police is crupt officer.
