Deutsche Bank India — Credit of funds

For my emi payment which is due on 5th of every month, I did a transfer for 15k through phone pe on 31st March, my icici bank got debited immediately but no credit seen on my Deutsche Bank account, it's already 4th end of day and my emi is due tomorrow -5th April, and still phone pe shows payment will get credited within 48 hours . I want to know why Deutsche is holding the payment? Why has it not been credited since last 4 days? Who will be responsible for the delay, which will result in negative impact on my cibil??? Who will bear the extra cost towards late fee which you will charge ???and finally who will compensate me for the mental stress for such an inconvenience????
