DishTV — Dish tv dth issue

I having a dish tv connection (RMN[protected]) on which iam unable to see any channels.and getting error 102.
When I contect coustomer care they told they checked all and sent refresh command but channels not started then they told they will sent technician at my cost.
Why should I bear technician visit charge as their is no signal error, dish tv channel 95 working fine .very bed services from dish tv you have to call many times to get connected from coustomer care.
