Diyabaati.com — fake product delivery

I have placed an order for a full dress from the company diyabaati. This company provides cod service to gain the trust of innocent people. But as we open the package, it is nothing but a useless piece of cloth torn at many places. I paid 900rs for this fraud item. And that's not worth even for 100rs. They provide customer care number and also a whatsapp number but nobody responds on these numbers. I request for some legal action to be taken against such fraudsters.
