Dlf — "unauthorized ibms demand from 2nd buyer", "suspicious clearance of ibms of first buyer"

The first owner of the apartment was allowed conveyance deed without clearance of ibms charges. After the property was sold to the 2nd buyer and the registration was completed, immediately a demand for ibms charges was forced onto the 2nd buyer.
The 2nd buyer is being pressurized to pay the ibms charges and not allowed mutation.
The ibms should be collected from the 1st owner only.
2nd owner should not be involved in this.
Mutation of the flat should be done in name of 2nd owner.
Quarterly interest of ibms should be adjust in the maintenance bill and the benefit should be passed on to the 2nd owner.
