Dr B. R. Ambedkar University — some person of college are taking fee and not giving any receipt

I am student of the ba-1st year (Private). When i went to the college for submit my ba private form, they demand rs - 500 at name of forwarding charge and when i ask him for a receipt they refused. Name of respected teachers are mr. Abhinav and mr. Vishal yadav. Sir i want know that is this applicable? Please take suitable action and inform me.

I applied for my LL.b. and LL.m. degree in 2016 but I have not received them till yet, whenever I went to the university and asked for it they replied that it will reach to me soon via Post.
Kindly resolve this as soonest as possible to ensure my university's trust.
