Complaint
The Management Committee (MC) of Mangal Vandan CHS at Everhine City, Vasai East, Palghar 402208 has shown gross negligence and blatantly misusing the trust and authority in the conduct of their roles.
Despite repeated official requests, critical repair works are not undertaken, causing risk and damage to life and property.
There is no transparency in how/why different rates are calculated for the monthly Maintenance Charges for 2 flats of identical RERA carpet. It is suspected that the MC members are under-paying Maintenance Charges for their own flats.
On the other hand, there are arrears of over Rs. 10 lacs overdue from a single resident, but the MC has not bothered to serve legal notice or made any serious attempts for recovery.
Common areas which are clearly demarcated in the blueprint have been allowed to be used as “Private Garden” by certain flat owners without access to all members.
Some particular ground-floor resident is illegally involved in commercial animal breeding from the illegal “private garden” but the MC is ignoring. This poses health and hygiene risk for all residents, apart from damage to society property.
Recently, the members voted in majority for the Redevelopment of this 28-year-old complex, even though it is structurally strong and poses no danger for at least next 8 – 10 years. Hence, this decision is clearly motivated by benefits in the form of bigger carpet area and better amenities after the redevelopment.
However, the MC has been rushing to select PMC who has no OC experience in any Redevelopment Project. Some members from MVCHS have identified few qualified and experienced PMC firms, but the MC is trying to finalize their preferred PMC firm on 26 Jan’ 2026 without bothering to engage with and evaluate these PMC firms.
Similarly, despite repeated requests, MC is trying to select a Legal firm on sole-source basis, without inviting at least 2 other firms on competitive basis. The said lawyer Adv. Vishwanathan is hand-in-glove with the MC and does not provide any information, clarification or draft of Developer Agreement.
Although a Redevelopment Committee (RC) has been constituted having at least 1 member from each of the 8 wings of MVCHS, the MC pushes with various redevelopment related meetings, even if the minimum quorum is missing.
There is also strong speculation that MC is lobbying for selecting some particular Builder who has never handled such a complex redevelopment project worth over Rs. 150 CR. They appear to compromise the benefits of all MVCHS members by accepting lower extra carpet from the Builder.
This clearly means that there is conflict of interest and personal gain by the MC. Cumulatively, all this puts the entire MVCHS at risk and vested interest of MC seems very obvious.
We have written several emails and communicated extensively in the WhatsApp group of the society, but the MC continues to misuse the trust and authority vested by MVCHS.
Hence, intervention from VVMC Registrar is urgently required to stop all these corrupt practices and protect the interests of the 64 resident families at Mangal Vandan CHS.
