Ebay.in — Faulty product delivered by seller

Hi, I bought a Mi 10400mAh Power Bank External Battery Charger from ebay.in on 18-April-2015. The product got delivered on 21-April-2015.But it was a faulty product and was not working properly. On the same day i raised claim request to ebay to get my money back. But my claim request was rejected by ebay and the reason given was "non-eligibility criteria". It's clearly mention on their website about 100% ebay replacement or refund guarantee. I had contacted Ebay customer care several times, but didn't got a satisfactory answer. Even seller's contact information is also not available I am highly dissatisfied with the EBAY service Request you to kindly replace this substandard product at the earliest or refund the entire amount. Please revert in case of any clarifications.
