Ebay.in — Item not received and refund also not received

I had ordered a bluetooth speaker on ebay. the seller didn't sent my items. i sent several mails to the seller. but he has not responded for the mail.i raised a complaint in ebay and explained the case. since i am out of india, i am not able to call ebay directly. but what response i got is, they replied me as they had a conversation with me and closing this issue. ebay took 14000 rupees of my money.
