eBay — Supply faulty item and not giving refund

I purchased set of 4 18watt LED bulb worth Rs390 from ebay.
bulbs that i purchase that are faulty, item Id is[protected] and seller id is amin006. I ask for refund but ebay reject refund without any notification or information. there was no reason to reject refund.
