Ecom Express — Shipping & Delivery

The shipment was picked up on 16th September from West Bengal. It usually takes max.7-10 days for shipping from Delhi/Mumbai to my location & West Bengal being the nearest. However they promised to deliver by 2 Oct. & the parcel reached the delivery center nearest to me in that date. Its 5th October today & to date the parcel has been sitting there with no plans of delivery. Is this what ecom is ?
