Picasso Animation College — Security deposit and convocation certificate not received

I passed out of this college in the year 2010. At the time of admission we were asked to pay a security deposit of rs10,000 and were issued a receipt for the same which I still hold. I have received all the semester mark sheets but the convocation certificate and neither have I received the security deposit yet.
Multiple calls and mails have been sent to the college regarding the security deposit and certificate from the year 2010 till date. The response has been the same where every person on the receiving end either says that the deposit is not ready due to some accounting problem or will ask to sent a mail and not even have the courtesy to respond to the mail.
The college has made us sign multiple forms for receiving the deposit which only gave us hope but not the security deposit. Guessing this was one of their strategy.
Every time a call was made to the college regarding these issue, the receiver would be arrogant irrespective of the problem me as a student is facing. They always deny to transfer the call to a higher authority by saying they were not authorised to do so.
Besides calls and mails, I have even travelled to New Delhi from Mumbai(home town) just for these issue spending my hard earned money and time.
This issues has troubled me to such a stage where I have even thought of suing the college. But I am aware of the legal system and the so called FEE that I would be spending for this purpose. Along with which I would end up wasting a lot of my precious time which I can use to building my career.
After loosing all hope and feeling helpless I have decided to file a complain here hoping this might at least help. This is no more about the money but about the help we students require while facing such issues.
All the placement and bright future promises made by the college has gone down the drain.
It wouldn't hurt if the vocational subjects were taken as seriously as the rest as not all wish to be a doctor or a lawyer. Many students every year end up spending loads of money for perusing a career in vocational subjects but at the end only end up with shattered dreams.
It's about time some action is taken towards such colleges.
