Electricity Department — excessively bill by electricity department

I am from karauli rajasthan (Vpo narauli dang) electricity bill is sent in excessively 273000 rs in place of 2000. No one is taking action against it despite complaint again and again. Kindly provide me some suggestions. I am in teshion by taking this problem. Electricity department is sending notice again and again. I have complained everywhere but all in vain. There is no sympathy for the poor. Department officers demand for bribe. What should i do sir. Please take action against it
