Expat Properties — expat not refunding the invested money at celestyn project

I have invested in expat property in 2012 at celestyn project - (C1200311) hosoor dist. Which is at the border of tamil nadu for 6.3 lakhs. When expat sold the property it was guaranteed to me that the development would finish in 2 years i. E., 2014 and would be handed over to me for registration, but till january 2018 there was no development taken place at the project.
I have been regularly following up with expat team whose names are ms. Anuradha h, ms. Anupama, ms. Zeena menezes, ms. Komala jennifer, mr. Anil kharat, ms. Sowmya, ms. Preethy, ms. Philomena vaz, ms. Nandita p naik and mr. Berlyn d’souza, regarding the development of project and hand over dates for property, but none of the above people gave me the right information. Every time i called or emailed them for updates they lied saying that development has been delayed and will resume shortly.
When i did not get a proper reply i asked for an appointment to meet the director or owner of the company at bangalore office only then i was informed by ms. Zeena menezes & ms. Preethy that celestyn project in tamilnadu is on hold and the tamil nadu government have kept all the registrations on hold since june 2016 and no delelopment has taken place on the project. Even after following up with expat properties representatives since january 2012, they always used to say the project was in progress and the plot will be handed over to me shortly.
I visited expat bangalore office in january 2018 and requested for cancellation and refund of money as per clauses in the agreement and it was agreed by mr. Amit kumar and ms. Preethy at bangalore office to refund the money with interest as per the clause in the agreement in september 2018.
But till today i have not received a single penny back nor have received any confirmation when the refund money will be returned. I have been calling and sending emails but nobody is repled me back. Very rude and unprofessional people i have been dealing with.

Whenever i called dubai office for refund money, they directed me to call bangalore office, and when i contacted bangalore office they directed me to call pune, mumbai or goa office. These people have really given me a really hard time, leaving all my work i travelled to dubai and bangalore office couple of times, wasting my money and time,
I visited expat properties dubai office in first week of july 2019 and met mr. Ravi rajan and the director of the company mr. Santosh shetty for refund of money, but he advised me to meet mr. Abraham jadhav and mr. Berlyn d’souza and discuss about the options. I tried to visit the bangalore office again but they would not give me an appointment. I left several messages with ms. Ashwani and mr. Pramod, but no reply came back. After all efforts to get my money back, now i have registered a complaint with consumer courts in bangalore.
If anybody knows any other ways/methods to file a complaint, please let me know.

Also be aware in investing at expat properties - this my honest request and dont fall a prey to this company
