First Flight Couriers — asking money for free delivery of pan card without delivering card they went.

Hi i am trinadh vasamsetti i have applied for pan card online pan card allotted for me on 8/01/2019 and i have received message from first flight courier on 24/01/19 i called them and asked for my pan delivery they said u will recieve it on 27/01/19 they came to me and asking 50₹ for delivery charge and they went away without submitting card whn i rejected to pay money for delivery why because i have already paid money for delivery in online for pan india. Even i asked bill for delivery they said we won't give bill for this if you pay 50₹ then we will give you card otherwise we will go and they went without giving card. What is happening with this company and pan india they are taking money and collecting black money from the applicaants please do justice for me in this case.
