First Flight Couriers — non delivery of my pan card

My pan card status says it is out for delivery from the past one week. The courier provider is first flight couriers. The tracking number is m991q6306884. The delivery guy picked the call once and said he will deliver on thursday. But he is not answering the call now. Went to the courier distribution centre, but it is closed permanently. Have no clue where my pan card is. Why does the it dept send such important document through such irresponsible courier service providers? The delivery guy's number is [protected]. No idea of what to do. Please help.
