GBTU — refund of seat confirmation fees deducted twice

sir i request you to refund my seat confirmation fees in uptu of 15000 rs as i had to pay twice for it because once it did not confirmed my fee.Inspite of sending 50's of emails and calls they dont respond.This has been a headache for me now.please refund it else i have to contact higher Authorities. my roll no. is 21109786 d.o.b- 02/08/1994 transanction id was .[protected]IG0AGTCWM0 to vijaya bank payment gateway
