Go Air — delay in refund of ticket price due to cancelled flight

My flight booked for go air g8-760 (Ccu to bbi) on 15th march 2019 returned back to kolkata from mid air and was later cancelled. The airline failed to provide other alternative to re arrange the journey and simply offered refund of full value which was supposed to be credited back to my account within 7 days and i possess the sealed copy of boarding passes declaring the refund by airline official. But till today, (26th march 2019) i haven't got the refund and airline customer care is also not providing any specific details. Would like to seek attention of authorities in this matter.in case of non refund, can i approach consumer readdressal forum? The cancellation caused immense mental stress and agony to me and my 10 year old son so can i claim compensation?
