Google India / Tez — debited amount not credited

Sir, good day. I did my jio recharge through our tez app on 23.04.19 for an amount of rs 399. But recharge was failed. Then i contacted the jio customer care service, then they replied that your payment was "declined". But still now the debited amount was not credited in my account.
The debited details are "upim debit 06700450" debited on 23.04.19.
Kindly consider this complaint, and try your best to credit my amount in my account, sir.
