Google India / Tez — regarding non refund of a huge money

I have made a transaction of more than 25000 through google pay/tez on 2 may 2019. Very sad to say that the money is not credited in the recipients account. Neither it is refunded back to mine. I have raised a dispute. But no response. I have been trying to contact your costomer care but no response. I have some very urgent tasks to do with the money. Today is 8 may 2019. Bill desk has confirmed that the transaction was a failure. But till now not even a single notification from google pay regarding my money. What should i do now
