Gujarat State Road Transport Corporation [GSRTC] — Issuing tickets by the Volvo bus conductor for the vacant seats kept in Volvo as per government

As per government guidelines, few seats in Gsrtc Volvo are kept vacant for which booking is not allowed..still while boarding in Volvo, bus conductor issue the tickets for that vacant seats.. this is done on daily basis, and there is daily problem for the passengers who had already booked the tickets.. and if the conductor issue the ticket of vacant seats at any price to any passenger, then why the booking is not allowed for that particular seats???
