Hbtu Kanpur — counselling fee refund not received

I have still not received the refund for the counselling fee for 2017. I was not allotted a seat and was expecting to receive 20000 of the 22000 submitted as counselling fees. Despite sending emails multiple times, there has been no response, and phone numbers are unresponsive too. Please respond at the earliest.

Updated by shruti9999 I have still not received the refund of counselling fees. I was not allotted any seat and should be refunded 20, 000 of the 22, 000 submitted as counselling fee. I have already sent emails and tried the phone numbers on the website, but there was no response to emails and the phones aren't picked up. Please help me in resolving the issue.
