HCL Technologies — Experience letter and Relieving letter not received more than 10months from date of relieving

Hi I got relieved on June 24, 2022 but still I didn't receive my experience and relieving letter from my company and I was asked to pay recovery due. After I reached HR department I got reply as ''your letter will be uploaded soon''. But till date I didn't get my letters and there is no response from their end. It been more than 10months I'm waiting for the experience and relieving letters
