Himachal Road Transport Corporation [HRTC] — declined to sit in the bus even the seats were free

We the regular students of college and we have made hrtc bus passes. We daily travel in the hrtc bus but today a hrtc bus conductor declined to sit in the bus even having the free seats in th bus. The bus conductor (Of the route kelong - haridwar hp 66 a 1449 4:45 pm arrived at sunder nagar) irrespectfully told us to leave the seats and said that i will not allow any bus pass holders except of 4 particular bus pass holders. The govt. Should take any quick action on this because we all students are suffering from this problem from last month.
