Himachal Road Transport Corporation [HRTC] — Refund for online ticket booking and bus didn't arrive at bus stand

I want to register a complaint that I have booked two online tickets for Mehatpur from ISBT Tutikandi by online mode and ticket get booked but on arriving bus stand the booking counter employee says that bus didn't came today at 9 am and if you have online booking that you can call
[protected] helpline number but no one responding I want refund for my ticket please take strict action and please provide my refund for two tickets as well
