Himachal Road Transport Corporation [HRTC] — Regarding denying to exchange the split note of 100 to passenger

I have been travelling to Baddi in a HRTC transportation from Chandigarh to Nalagarh via siswan. Bus no. HP 12N 6944.
On giving my bus fare, conductor gave me balance in form of split note of 100 and when I asked him to exchange the note he said I don't have other notes to exchange with despite of the fact he is having so many notes in his hands visible to me.
It's my right to have an exchanged note when available to conductor but inspite of having so many notes he didn't exchange and misbehaved by saying*chal jaega ye*.
