Himachal Road Transport Corporation [HRTC] — Regarding non availability of bus and processing of refund

I had booked a ticket from Kangra to Chandigarh for 2 persons amounting Rs 788 including all charges. My Date of Journey was 09 May 2021. The bus route was Jogindernagar - Delhi ISBT. The ticket number is [protected] and service number is 1138. The bus timing for kangra bus depot is 0740hrs. But the bus did not arrived till 0800hrs due to which i had to board a CTU bus to reach Chandigarh. The service quality of HRTC department is very bad. There is no way to communicate with the conductor of the bus. Even the Nagrota Bagwan bus stand phone was not reachable which is the main source of this bus route. As i have not travelled in this bus nor i was intimated any kind of cancellation or change related communication, I am demanding for my full amount to be refunded at the earliest.
