Himachal Road Transport Corporation [HRTC] — Water bottle sold for rs 30 instead of rs 20 at haveli ambala while the bus was enrolled to delhi from palampur

While i wanted to buy a water bottle at ambala haveli it was sold to me in 30 ruppees while the actual cost of the same is 20 rupppess. Also i was denied a full packet if cigarette and instead given a single ciggerette for rs 20. There is no control on cost of the amenities being sold. Why do hrtc stop at such stops. And even if they stop why there is no control on cost of amenities.
