Hinduja Housing Finance — Refusing to provide me foreclosure for balance transfer to other bank

I had applied the foreclosure before three month ago and already paid the amount for foreclosure. Due to the high interest rate I wanted to transfer my balance to another finance bank with a low interest rate. But hinduja housing finance executive refuses to provide me foreclosure.
