Multiple wrong debits on fastag

My fastag id is 11921746. There have been wrong debits in my fastag. Everytime there is a scanner problem in a fastag toll gate rs 50 gets debited. The toll plaza asks to contact the bank. The bank helpline number is not working either it goes on hold or it gets automatically disconnected. Please help in getting refund. As per details shared:
Rs 50 debited on following occasions in addition to toll debits.

Please let me know if any further details needed from my end. Govt is looting common public without any fault. Why should 50 rs be debited if scanner is not working. What is the traveller's responsibility here? No explanation provided.
