Honda 2 Wheelers India — took money for spares but not delivering

I bought an i activated on 17 nov and paid for extra fittings. They didn't fit the extras on that day as parts were not available but still took money. Since last 3 weeks till now, they are asking me to come next week. There is no proper person available to look into customers issues. Today also they made me wait for one hours, took the vehicle to service centre to fit the parts but after one hour, asked to come again next week. Can i raise a cheating case against them in consumer court directly. Please advise.
