M/s Reddy Structures Pvt Ltd. — Mahaveer varna B2 block lift issue

Dear Sir,

I am staying in Mahaveer Varna Apartment B2 Block since Oct 2012, Mahaveer Varna B2 Block is new block and when I rented this flat, I was told by my owner Lift will setup n start working in 2 months. Same was confirm by site manager (Mr. Ramakrishna) of mahaveer varna. But lift got setup and hand over on April 2013. After 5 months.
Lift is hardly worked for a week and went down with some technical issue. And since then till now it does not work for more then 10times. All time lift us Down.
My wife is pregnent and carrying 5 month. She daily go for work. I did not see any hope of getting this Lift issue resolve. I am staying at 3rd floor, so my wife is getting difficult to clime up/down.
I rented keeping in my mind that only 2months we have to face this issue but now it too much and in thus situation when my wife is pregnent. I always think to move out but all time site manager or general manager was telling me it will work or get setup in few days. I am paying 13.5k as rent to my owner every month. This rent amount I have negotiated after looking in mind about all the amenities and lift in thus apartment.
No one is helping me and telling exactly when this lift issue will resolve.
So I have come to thus forum looking for help from Indian consumer court. Request you to please help me and ask builder what is stopping them to get lift issue resolved in priority. If this not going to resolve I should be inform about it, so that I plan to move out with compensation and expense of movement and want to take back some amount from rent which I had already paid to owner.
