HP India — Charge for recovery windows 10 cd even though laptop has under warranty

Dear sir/ma'am,
I bought hp starwars15-an003tx blk 39cm (sr. no: 5cd5442md0) on 2nd april, 2016. one day, i found that laptop continuesly give up a boot up issue means it's displaying "no bootable device is found. i spoke with hp customer care (technical team) and they said to me operating system was corrupted and for that they suggest to get the recovery cd. they said that i need to pay only shipping charges, so they sent me the link to pay money. eventually i saw that i need to pay 559.65/- means they consider recovery cd charge also (probably) even though laptop has under warranty. so i kindly request please check the below mentioned case id and do the right justice.
