HP India — service not delivered, advance not refunded

Mr. Kalyan kar from hp authorized service center it works (104 dr b. K. Kakati road, ulubari, guwahati-781007) invoiced me for rs. 19, 625/- for repairing of my hp m475dn color laserjet mfp and i paid the same. After four and a half years, he returned me the printer in december 2019 without repairing it and said the advance paid for parts will be refunded. No news of the refund yet, and he is unreachable over phone (All his official and personal phone numbers are continuously switched off). Workshop is permanently closed. What can i do now?

I received a call from Mr. Kalyan Kar from a new phone number and he said that he will process the refund by the end of this month.
