hubtown countrywoods — Mortgage not released by builder after full and final payment and possession given

Dear Sir/Madam,

I have bought a flat in project Hubtown Country woods in Kondhwa Katraj Road. (Unit no. E Wing -Flat No 101)

I have cleared all the dues and have got the possession in May 2014.
I am in process of selling this flat and recently during this process I have come to know that there is a loan against my unit which have been taken by builder.The bank is not able to give the loan against this property to the new buyer because of the charge on it which is due to builder loan.

As I have already paid all my dues and based on which builder have given the possession, builder cannot mortgage this property to any bank / institute.

Now builder is not entertaining/answering the call to release of charge and provide the NOC for the same
