I Am Complaining About Reliance Jio And Obc Bank — payment done but recharge was not done

I have made my jio phone recharge of rupees Rs.349/- using Oriental bank of commerce with transaction reference number 41644965/NOBC631707 on 19/05/18(excluding -50 offer from myjio app). But it has not been done till, nor it's has been refunded by above said bank. So I made another recharge of Rs.349/- using paytm and that was successful. Now I request *(myjio or OBC bank) to refund Rs.349 to my account from which it has been debited.
