In Digital Cable — in digital cable provider company is not giving choice of selecting free channels.

Hi,
I am from thane, kalwa (W.) city. Our local operator (Rasika cable service) which is providing cable service from "in digital" company. I selected 87 channels (25 free+25mandatory+ 37 pay) which is not exceeding more than 100 channels. But cable operator not giving me the choice of selecting free channels. They said "in digital" company not giving access to cable operator to choose free channels.
So cable operator adding company's free channels + my selected free channels which were exceeding 100 channels and increases ncf charges.
Please resolve this problem, as per trai we have rights to select channels, still cable operator and cable company forces us to take their selected free channels.
