Income Tax Department — new pan card status

Dear sir
I have applied online for pan card on 9 july 2019 and after 8 days on 17 july 2019 i received message i'm alloted pan no. Irtpk3285h.
But on nsdl pan track i'm seeing this message 'your application is under process at income tax department' due to which i'm unable to open bank account and also due to no bank account i'm not getting education loan.
Please review into the matter and please help. Its taking too long.

Dear Sir, I have been fined Rs. 10000 under 234F in year 2018-19 even after filing my income tax return in time for year 2017-18. Request you to check all records available with you & clear my complaint
