Income Tax Department — TDS late filing fine

I Sheela Solomon was working as Headmistress of C.M.S.H.S.OLASSA from April 2014 to May 2019, and I retired on May 31, 2019. In September 2019, a notice of late filing fine of income tax of Rs.125310 was received from the Income Tax Department for the assessment years[protected] against the TAN No TVDC00820B. I became headmistress in 2014 April only. But the headmaster who joined after my retirement has shown Rs 125310 as my liability and Certificate issued to the DD office. So till date I have not received my DCRG. Not getting gratuity for a year and a eight months has caused me a lot of financial lose. While I was headmistress, I entrusted Karvy in Kottayam to file the income tax returns, but they didn’t do it in time.
The penalty for the previous Headmaster was remitted by him, but due to the error in the head of account, that amount was not deducted, but after submitting the receipt it was deducted. So the outstanding is only 80960 Rupees. I am a retired teacher who worked hard to maintain the school and a lot of money has spent from my side.
In many institutions where this has happened in the past, It is learned that many have been waived when the heads of the institutions had appealed. But to submit an appeal Username, password and digital signature are needed. The present headmaster is reluctant to give it and refuses to give an appeal for me. So kindly regard this as an appeal and help me to get my gratuity. It is unfair to deduct the amount that came in TAN of the institution from my service benefits. If the notice had come while I was in service I would have had the opportunity to make an appeal. Now I am not able to do anything as I have retired
My daughter's wedding is fixed and I am in a crisis. The High Court has ruled that nothing should be deducted from the gratuity of the Pensioner. In the court order (Dated 08/09/2020), it is well stated in paragraph 5 that any recovery of pecuniary loss and other punishment of grave misconduct or negligence, can only be against the pension payable and not the DCRG.
Please consider my application favourably and exempt me from this fine and help me to receive the service benefits that I reasonably deserve. Please excuse me during this covid-19 pandemic period and help me to get my gratuity as soon as possible. Please give necessary guidance to waive this fine. Immediate action will be highly appreciated.
