India Post — Driving license not tracking by speed post

TRACKING of SPEED POST CONSIGNMENT — NON ISSUE OF DRIVING LICENSE

Sir,
I have given my Driving test for Four Wheeler at GUJARAT VADODARA RTO on 29-OCT-2015 & passed the test. And it was informed by RTO Agent that License will come directly through postal service within 30 days. It has been 3 months now but I am not able to track my License, even the agent is refusing to answer since there is no tracking system for license.
now the RTO says the speed post no was given by department of post. so its now their responsibility. iam in a fix, dont know what to do.
