India Post — Item not received but tracking status shows item delivery confirmed.

The status of my consignment shows delivered. The speed post tracking number is PP[protected]IN .
Initially I was unable to receive my consignment as I was stuck out of station in a containment zone in Noida. Moreover, It is unsafe to travel via public transport. I requested the postman by call to hand over the post to the person present at home address by explaining my current situation but he profoundly refused.
Now the status of my consignment is showing delivered but I haven't received it.
So the current situation is unclear to me. I also registered the complaint on 06/06/20 but till now I haven't received any solution. I have tried contacting customer care number and Mathura H.O telephone number but the numbers are not reachable.
