India Post — parcel return back from post office before visiting posted area

From sbi bank i have applied atm card twice.
But twice time and more of the time before that also parcel returnback by post office.
Postman never visit in our area to deliver the parcel instead deliver of parcel at customer they return back to ho and they select a fake reason that person is not available.

I'm complaining online speed post (Complain number is [protected]) but they close the ticket within 24 hours with the reason that parcel is retirnback.
But i'm raised complained about post office but no action taken on post office or postman.
