India Post — rc not delivered and no track of where is it

I am nagma. I got my rc in the month nov-18. The postman was very lazy and he not all comes to deliver any of the posts. After roaming around 5 times for him he said like i just returned your rc to rto office. Then i went there and inquired. They said like they haven't received rc yet. Let's goto your post master and ask him about return delivery status. I went main post office to get the status. They are saying like meet your area post master and get it done.
It's very difficult to find postmaster. He is very irresponsible. Post man office will be locked when we went on morning time and says like he went for some other work or delivery. When i am going on afternoon time like 4 clock the board will like closed.
His mobile number is not at all reachable. I called him more than 200 times.
Please help me out how can i get my rc.
