Indira Gandhi National Open University — have not received my degree certificate

I passed ma in philosophy in 13/10/2017 with 63% marks. I registered for the 31st convocation and opted not to attend the ceremony. I still have not received my degree certificate. I receiver previously the provisional certificate but not the final certificate.
