Indira Gandhi National Open University — no any action from pic, regional director, school of health science director and delay in exam of practical

I didn't get practical examination schedule after course duration mentioned in programme guide has been completed last four month also passed still school of health science director and regional center dirctor replied they are processing for scheduling practical examination this delay harm my career and still didn't get degree after submitting fee, assignment and project in time. There is no any urgent basis consideration on application i have requested this matter 39 times but still no any progress.
