IRB Infrastructure — Charge toll fees in Ganpati festival period where maha govt waived of toll fees

I had filled all documentation and get Toll fee waiver form from RTO in ganpati season period and onevery toll of mumbai kolhapur highway i show this form to toll person, then also i got charged and money got deducted from my fastag account. i have all receipts of fatag and RTO toll fee waiver letter as well
