Jaipur National University — Non refund of fees as promised

I had taken admission in Jaipur National University for BA-LLB course on 26 July 2021. I paid 50% of the annual fees i.e Rs.59, 750. Due to Covid, the admission process was done through online resources. The admission staff informed me through a phone call that if I was to pay 50% of the fees before 31st July 2021 and were to cancel my admission before the courses began I will be eligible to receive the fees paid as refund (minus some transactional costs, commissions and other minor costs). Also to be noted that there is no mentions of the Refund policy in the University's official website so I had to rely on the information given by the staff.
Due to reasons not specified, I chose to cancel my admission with Jaipur National University. When I contacted the university as to how to go about my cancellation, I received little to no response to the matter. Later on I was given a faulty Email address which led me nowhere( attached below).
I was then instructed to send a hand written letter stating my withdrawal of admission through Whatsapp to the Admission staff. To be noted I sent the letter on 27th August 2021, way before the commencing of the course.
It is clear that my withdrawal from the university was not noted as I
received an email welcoming me to a new session to the university (email attached below)
I was provided with little to no updates as to my refunds. I frequently had to call to enquire about the refund. I was not provided a proper answer and told nonchalantly it will arrive once the letter was processed.
After months of waiting I received on 31st December 2021 a letter and cheque through speed post containing only the caution money I had paid (Rs. 1960).
I then constantly contacted the university regarding the full refund of my fees but no one was responding. Later the admission personal just informed me it was the managements decision to only give back the caution deposit and not the full amount.
The university has not only given false information to its student and also not been unresponsive with terrible administration staffs who themselves don't know the University Policies. This negligent attitude has now cost me a huge sum of money.
I kindly request the refund of my tuition fees paid as soon as possible as i have diligently followed all the procedures required of me.
