PDO officer Muttappa ( ph[protected] from Kukke Subramanya grama panchayat- (Kadaba Taluk Dakshina Kannada district ) doesn't know how to talk to people respectfully. He doesn't deserve to serve people as PDO, since he has no mannerisms to listen or talk to people who visit panchayat with their grievances or requests.
