Karur Vysya Bank — Negative balance account closing.

Hi.
This is SURESH, I opened a savings account on SEP 2017 but later i could not use that account for some reason. Now the account is dormant and has a negative balance of -5900.06. So I went to bank on DEC 2020 regarding this account closing. But the manger was telling me to pay the negative balance to close my account even I have showed a document from RBI document no.
RBI/2014-15/308
DBR.Dir.BC.No.47/13.03.00/2014-15
where the RBI clearly mentioned that the bank should not charge minimum balance charges once the account balance gets zero.

I also tried contacting the branch customer service through mails and couldn't received any reply.

Kindly look into this concern and solve the issue as soon as possible
